The city of Metropolis is caught in the grip of a destructive hurricane. While fighting the storm, Superman notices cars looting banks and jewelry stores and tracks them back to their lair. When Superman discovers his arch foe, Luthor, in charge of the operation, will he finally be able to defeat him once and for all?
